You must consider a Heat Pump as the source of heating, using electric resistance heat is not going to comply. For the Domestic Hot Water, an electric resistance unit (either tank style or tankless is not going to comply). Try it if you do not believe us, you will need to consider a Heat Pump Water Heater. The good news is that starting with the 2019 code, your Heat Pump heater is compared with a Heat Pump Space Heater in the Standard, same goes for the Heat Pump Water Heater, so any penalty you might have on achieving compliance is related to the design of the rest of the home.
